Roulette is one of the most recognisable casino games in the world. Unlike blackjack, which requires complex strategy, or baccarat, which has strict drawing rules, roulette is a game of pure chance. You place your bet on the table, the digital wheel spins, and the ball lands on a number.

This guide covers the rules, payouts, and house edges of software roulette (also known as RNG roulette). It explains the difference between inside and outside bets, why European roulette is superior to American roulette, and why no betting system can overcome the house edge on a fair wheel.

1. Software roulette vs Live roulette

Both versions follow the exact same rules, but the delivery is different. Live roulette streams a real dealer spinning a physical wheel. Software roulette uses a certified Random Number Generator (RNG) to simulate the spin and displays the result with an animation.

2. European vs American roulette

The wheel type is the most important factor in roulette. It determines the house edge.

European Roulette has 37 pockets (numbers 1–36, plus a single zero "0"). The house edge is 2.70%.

American Roulette has 38 pockets (numbers 1–36, plus a single zero "0" and a double zero "00"). The extra pocket increases the house edge to 5.26%.

Always choose European roulette. The payouts for a winning bet are identical between the two wheels. Because American roulette has an extra losing pocket (the 00), you lose money roughly twice as fast playing it. On a licensed platform, the game type is usually clearly labelled.

3. Inside vs Outside bets

Roulette has a wide variety of bets, but they fall into two main categories.

Outside Bets

These cover large sections of the wheel. They pay less, but they win more often.

Inside Bets

These cover specific numbers or small groups of numbers. They pay more, but they win less often.

4. Payouts and house edge

Every bet on a European roulette wheel has the exact same house edge: 2.70%. Whether you bet on a single number (35:1) or on Red (1:1), the casino's mathematical advantage over time is identical.

WheelHouse EdgeExpected loss per ₱1,000 wagered
European (Single Zero)2.70%₱27
American (Double Zero)5.26%₱52.60

What this means in practice: over a long session, you will lose about ₱27 for every ₱1,000 you bet on a European wheel, regardless of what bet you place.

5. Why betting systems don't work

You will often see "guaranteed winning systems" for sale online, such as the Martingale (doubling your bet after every loss), Fibonacci, or D'Alembert.

None of them work. They do not change the house edge. They only change the shape of your session. The Martingale system feels safe because you eventually win back your losses, but in practice, table maximums will stop your progression, and a long losing streak will require an infinite bankroll.

Warning: Anyone selling a system that guarantees roulette wins is either scamming you or doesn't understand the math. Every spin on an RNG wheel is independent. The ball has no memory. Play within your budget and treat it as entertainment.

6. How to verify a PAGCOR-licensed platform

Before you deposit to play software roulette, confirm the operator is actually licensed. This takes two minutes and protects every bet that follows.

  1. Check the PAGCOR accreditation. Go to PAGCOR's official channels and verify the operator against the public register of accredited Gaming System Administrators. Licensed operators are listed by their legal corporate name — not just their marketing brand.
  2. Use the PAGCOR Guarantee portal. PAGCOR operates a public verification portal at pagcorguarantee.ph where you can check whether a brand and domain are on the official register.
  3. Confirm the corporate entity. The operator behind the brand should be a named corporation — for example, Skyline Nexus Corporation, which operates Juan365 (juan365.com) and holds PAGCOR accreditation COE No. 25-0035.
  4. Check the PAGCOR Guarantee seal or verification link on the operator's own site. Licensed operators are encouraged to link to the official verification portal so players can check them independently.

Warning: a PAGCOR logo, a "Licensed & Regulated" badge, or a PDF of a certificate on a website is not proof of licensing. Anyone can upload an image. Always verify through PAGCOR's own database, not through the operator's site.

Frequently asked questions

No. Software roulette uses a certified Random Number Generator (RNG) that has been independently tested by labs like eCOGRA or GLI to ensure the numbers are drawn randomly and the game pays out according to its published RTP. The house edge comes from the wheel layout (the zeroes), not from any hidden manipulation.

Mathematically, all bets on the same wheel have the same house edge. A 1:1 bet on Red has the same expected return as a 35:1 bet on a single number. The difference is volatility — outside bets hit more often but pay less; inside bets hit rarely but pay more.

Always choose European (or French). European roulette has a 2.70% house edge. American roulette has an extra "00" pocket, which increases the house edge to 5.26%. The payouts are identical, so American roulette is roughly twice as expensive to play per peso wagered.

No. Martingale (doubling after every loss) doesn't change the house edge. Table maximums will stop the progression, and a long losing streak requires an enormous bankroll. Every spin is independent, so past results don't influence future spins.

Usually at 10%–20%. Because roulette has a low house edge (especially European), most operators restrict its contribution to prevent players from clearing bonus wagering requirements with almost no risk. Always check the game contribution table before claiming a bonus.

Check PAGCOR's official register of accredited Gaming System Administrators, and use the PAGCOR Guarantee verification portal at pagcorguarantee.ph. The operator's legal corporate name should appear in the register — not just their marketing brand. If a platform isn't on the register, do not deposit.
